Between a Followers of the Apocalypse backed republic and a nationalist military dictatorship, along with the Brotherhood of Steel, Rangers, and other political factions, the NCR is doomed to fight amongst itself.
The Legion isn't faring much better. Without a clear heir of Caesar, centurions, frumentarii, and legates all take the form of vultures to pick at the bull's corpse. Along with invading nations such as the Armies of Zion and the Daughters of Hecate, it seems the southwest is burdened with another period of bloodshed."
